Either option is fine. Pick one that fits well in to your schedule. This way it will be easier for you to stay consistent.

Can I use dumbbells with this workout?

Yes, you can. However, I wouldn't suggest using a dumbbell that weighs more than 5 pounds. Using a heavy DB during your ab workouts will result bulky abs.
